DRAFT Minutes for the Parish Council Meeting held on Thursday 9 October 2025 at Great Carlton Village Hall

County Councillor: Bayleigh Robinson
Public Forum: Cllr Hill raised some issues that were brought to him by residents. Firstly, the fire damaged home on Glebe Road has no notices about the building being unsafe. The Clerk advised such signage is the responsibility of the landowner and Cllr Hill will speak to the owner’s representative accordingly. Secondly, the dire state of the pavements around the Lt Carlton village green was raised and Cllr Hill will work with the Cllr Robinson on this as it is an LCC matter.
Cllr Morrison used this time to update the Council regarding a Police & Crime Commissioner’s presentation he recently attended- the main takeaways were that reduced street lighting had not equated to an increase in crime and that the presence of Ring and similar doorbells were acting as a good crime deterrent. Cllr Morrison also noted having contacted LCC regarding the Footpaths survey and will contact Cllr Bennet about it.
Cllr Hesketh noted a £1500 grant to the Village Hall trustees to hold events bringing the community together as well as a separate grant for the Social Club to purchase a new fridge. He reminded all about the Conker Championship on 7th November and that an in-person event would be held in Louth on 13th October by ELDC to present their LGR plan. Cllr Hill asked about “The Hall” and noted he was chasing up ELDC on long overdue responses regarding the seemingly abandoned property. Cllr Hesketh finished by noting he’d be meeting LCC leaders at their pub event the next night.
Cllr Robinson showed the LCC plan for LGR but noted that their feedback period had closed. He noted the Police in our area have a £14 Million funding shortfall and that LCC leaders are pushing for more funding. He attended the Crime Prevention evening in Saltfleetby and has a link to access the Crime Prevention officer who can visit properties and advise on how to make them more secure; Cllr Robinson will provide this link to the Clerk to share more widely.
Cllr Hill mentioned purchasing Remembrance wreaths as he has done in previous years; these will be added to a future payments list once a receipt has been presented.
The meeting was opened at 19:19 and 3 members of the public remained for the meeting.
1. Apologies: None. Cllr Bennett was absent without apologies.
2. Declarations of Interest: None
3. Approval of the minutes of the 11 September meeting: RESOLVED and signed by the Chairman.
4. Chair’s Report: Nothing to add to what was already discussed in the public forum.
5. Clerk’s Report: a brief verbal report was given regarding grit bin refilling and removal, photographing of village assets for the register, and an update on Quickline fibre internet availability (Gt Carlton is live, Lt Carlton will go live with Manby in August 2027). She reminded councillors to advise which training courses they wish to attend and that a training schedule was emailed recently. No update on the replacement defibrillators was available.
6. Finance report:
i. Budget heads review in preparation for December’s budget approval: the Clerk talked through the draft budget and will update rows as per the discussion based on the needs of the villages.
ii. To resolve payments per payment sheet: RESOLVED
7. Councillor Reports and Matters Arising
i. To examine the St Edith’s plaque and consider a solution: the plaque is currently at the Chairman’s house- he will check older PC minutes and the Clerk will search the web to see if the wording can be found. It appears to be from about 1995 and was to commemorate the winning of a Calorgas competition. Once additional information is located, the matter will be brough back to consider if a replacement is appropriate.
ii. To receive a quotation on repairs to the Little Carlton War Memorial: the Council RESOLVED to spend £680 + VAT to Leakes Masonry to correct the angle of the memorial. The Clerk will remit payment once an invoice is received.
iii. To receive an update on Council assets for the asset register: a discussion was held and the Clerk will add the Gt Carlton bus shelter and Cllr Kade will send her photos of the St Edith’s benches for inclusion. Cllr Hill will look into possible land ownership by the Council of a parcel of woodland and advise. As an aside, Cllr Hill mentioned the Gt Carlton phone box could use sprucing up.
iv. To discuss if an LCC Winter salt bag is needed: no interest in this.
8. Planning Matters:
i. An outline planning application was received on the morning of the meeting; the Clerk will ask for an extension so it can be heard in full at the next meeting. Should an extension be impossible, the Clerk will advise ELDC that the Council are unable to support the application based on the limited details and time frame.
9. Confirmation of next meeting as 11th December 2025.
There being no additional business, the meeting was closed at 20:15.
