Minutes for the Parish Council Meeting held on Thursday 08 January 2026 at Great Carlton Village Hall

County Councillor: Bayleigh Robinson
Public Forum: There were no questions from members of the public.
LCC Cllr B Robinson wished the group a Happy New Year. He noted that he planned more highways checks for 2026 and that sign cleaning will continue. He suggested white gates might be a suitable speed deterrent; the Clerk will send Councillors information about these gates and Cllr Robinson will send evidence of the deterrent to Council. Councillors suggested that lowering the speed limit between the villages to 30 mph might have a bigger impact; Cllr Robinson will look into this.
ELDC Cllr Hesketh noted dates for the Village diary as 6th February for Port & Cheese night, the Village Fayre on 23rd August, and the Conker Championship on 1st November. He advised giving a grant to the Village Hall Trustees to host a “meet your neighbour” party and that he is now sitting on the Social Club committee. Finally, he reminded Council that there was a lot of grants out there if any organisations needed funding.
The meeting was opened at 19:09 and 1 member of the public remained for the meeting.
1. Apologies: Cllr T White’s absence was RESOLVED and accepted.
2. Declarations of Interest: None
3. Approval of the minutes of the 9 October 2025 meeting: RESOLVED and signed by the Chairman.
4. Chair’s Report: Cllr Hill noted that the Little Carlton war memorial had been repaired and that he intended to stand down at the end of this Civic Year.
5. Clerk’s Report: A brief verbal report was given.
6. Finance report:
i. To finalise and approve the Council’s 2026/27 budget: RESOLVED.
ii. To set the Council’s precept for 2026/27: RESOLVED as £1000.
iii. To resolve grant amounts needed from the WTCF
a. To cover 2025/26 shortfall: it was RESOLVED to move £400 from the Council’s savings account to the current account to cover the shortfall.
b. To supplement 2026/27 Precept amount: RESOLVED to request £6000 for the 2026/27 civic year and not to return any overage to savings until the end of the 2026/27 civic year.
iv. To resolve to remove signatures from the Barclays account for those no longer on the Council, including change of address for statements: RESOLVED to undertake the name removal, the address change has been tabled until the Clerk can speak to a human at Barclays as she was unable to change the address online.
v. To resolve payments according to payment sheet: RESOLVED
7. Councillor Reports and Matters Arising
i. To adopt an IT policy in accordance with Assertion 10 of future AGARs: RESOLVED. The Clerk will finalise and upload the policy.
ii. To discuss and gain signatures on the Security Compliance checklist: Tabled to February to all the Clerk to bring in blank forms for all Councillors.
iii. To discuss the path around the Little Carlton village green: Cllr Kade expressed concerns that this entire path needs to be replaced as it represents a significant trip hazard. LCC Cllr Robinson will investigate and advise.
iv. To receive an update on Council assets for the asset register: the Clerk shared the draft, which needs one correction, but is otherwise ready to be further populated.
v. To consider repair/replacement of the gates at St Edith’s: will move to the Wind Turbine Community Fund.
vi. To receive an update on the worn plaque at St Edith’s: plaque still at Cllr Hill’s home, no progress has been made on its worn away verbiage. Will move to the Wind Turbine Community Fund when/if a replacement is desired.
vii. To receive an update on the LCC Pathways project: Cllr Morrison advised this was concluded as best could be given the limitations of the app used.
viii. To consider if video doorbells are desired by villagers on the advice of the Police & Crime Commissioner and how to fund said doorbells: Cllr Morrison presented information on video doorbells and ideas for how these could be used to support security in the village. After discussion, it was decided that this will move to the Wind Turbine Community Fund. LCC Cllr Robinson will forward the contact details for the Police Officer from the recent Saltfleetby meeting to Cllr Morrison.
