The Annual Parish Council Meeting Minutes Thursday 12 May 2022

     1.Election of Chairperson

Peter Hill proposed Angela Arden, seconded by Clive Reetham. There were no other nominations. All in favour.

     2.Election of Vice-Chairperson

Cive Reetham proposed Peter Hill, seconded by Jane Conner. All in favour.

    3.Election of Clerk

Angela Arden proposed Regina Stankevic, seconded by Peter Hill. All in favour.

    4.Election of Responsible Financial Officer

Angela Arden proposed Nick Pike, seconded by Peter Hill. All in favour.

    5.Election of Finance Committee

Clive Reetham proposed Angela Arden, Anna Seigneury and Nick Pike as finance committee, seconded by Peter Hill. All in favour.

    6.Election of Wind Turbine Committee representatives

Two representatives from Little Carlton- Angela Arden and Sarah Howard, and two representatives from Great Carton- Peter Hill and Jane Conner.

    7.Election of Parish Council Representatives on Community Bodies: Parochial Church Council, Village Hall Trustees, Social Club, Carltons Children Club, Friends of St Edith`s

Angela Arden proposed Peter Hill as Parochial Church Council representative seconded by Clive Reetham.

Peter Hill proposed Clive Reetham as Village Hall Trustees representative seconded by Sarah Howard.

Angela Arden proposed Jane Conner as Social Club representative seconded by Sarah Howard.

Peter Hill proposed Sarah Howard as Carltons Childrens’ Club representative seconded by Angela Arden. Position to be reviewed before annual meeting in 2023.

Angela Arden proposed Sarah Howard as Friends of St Edith’s representative seconded by Clive Reetham.

All Councillors voted in favour.

    8.Public Contributions

No public contributions were made.

    9.Apologies

Anya Mower, Sandra Harrison East Lindsey District Councillor and Daniel McNally Lincolnshire County Councillor

Anya Mower has resigned from May the 6th  from Parish Council for family reasons.

ACTION- Regina Stankevic to inform East Lindsey District Council so that a casual vacancy can be advertised for a new Parish Councillor.

    10.Approve the draft Parish Council minutes from 10 March 2022

Proposed by Peter Hill, seconded Sarah Howard. All in favour.

    11.LCC and ELDC councillors an opportunity for input in addition to the agenda items.

Both representatives were unable to attend. Angela Arden on behalf of LCC Daniel McNally that they had both attended an online meeting on 11 May for Mablethorpe town councillors and chairs of local Parish Councils. The Community Partnership will be set up soon.

ACTION- Angela Arden to write to Lincolnshire County Councillor and East Lindsey District Council on behalf of Parish Council to support local Councillors being elected to stand on the Community Partnership.

    12.To review and approve land registry assets. Find a link to  PC Governance – Great and Little Carlton Parish Council (lincolnshire.gov.uk)

Reviewed and approved by all councillors. All in favour.

      13.To review and approve the risk register. Find a link to PC Governance – Great and Little Carlton Parish Council (lincolnshire.gov.uk)

Reviewed and approved by all councillors. All in favour.

     14.To vote on approving the Annual Governance and Accountability Return (AGAR) 2021-22

 14.1 The Annual Governance Statement 2021/22 approval was proposed by Nick Pike and seconded by Angela Arden. The Parish Council voted in favour.

 14.2 The Accounting Statement 2021/22 approval was proposed by Nick Pike and seconded by Angela Arden. The Parish Council voted in favour.

 14.3 The Certificate of Exemption 2021/22 approval was proposed by Nick Pike and seconded by Angela Arden. The Parish Council voted in favour.

    15.To vote on approving the level of remuneration for the Clerk 

Regina Stankevic has signed a contract that has been viewed by all councillors. All in favour.

     15.1 To vote on approving spending over £100 since the last meeting

Insurance this year will be £344.53 and LALC payment will be £102. Approved by all councillors.

    16.To vote on the scheduled Parish Council meeting day for 2022-23

Proposed by Angela Arden to keep meeting day on Thursday, seconded by Clive Reetham. All in favour.

    17.Matters arising from informal Parish Council Meeting held on 12 April

17.1 Road/pavement parking- It is currently legal to park on the pavement. It has been suggested to use common sense in matters of safety for both road users and footway users. Parish Council is not responsible for this.

17.2 Communication with villagers- Parish Council already using all sorts of methods to communicate with the villagers.

ACTION- Councillors to discuss possibility of annual newsletter in September meeting.

    18.Report on progress of Highway Speed Indicator Device

Nick Pike has put two speed indicator brackets in the Great Carlton and in Little Carlton. The device itself will be alternatively changed between Great Carlton and Little Carlton. Nick Pike will be responsible for creating speed reports and work with resident A. Merritt in Little Carlton.

    19.Report on Parish Woodland matters

Anna Seigneury reported that the new contractors are working well.

ACTION- Anna Seigneury to sound out views of villagers living round the Little Carlton village green about leaving some unmown areas in future.

Anna Seigneury and Jane Conner reported that the Jubilee Committee had two oak saplings, one each to be planted in Great Carlton and Little Carlton. With plaques to commemorate the Platinum Jubilee.

ACTIONAnna Seigneury to consult the drainage board to discuss suitable sites for planting areas so as not to cause problems with roots in the future.

Anna Seigneury to consult Little Carlton residents about the possibility of planting one on the Village green.

    20.Report on The Hall

Nothing to report.

ACTION: Angela Arden to remain in dialogue with Jo Parker regarding the proposed visit of a surveyor

  21.Next meeting will be held on 8 September 2022 at 7 pm in the Village Hall
