The Annual Parish Council Minutes Thursday 10 November 2022

Public: One member of the public attended.

Public contributions:

Councillor Sarah Howard raised the concerns of some Little Carlton residents about the area near the Mill House. Land which does not belong to the property adjacent to the mill pond has been cleared and there have been issues when locals have tried to park on the lay-by.

Decision: PC to take advice from ELDC/ the Environment agency and LCC (Highways) in order to address these concerns.

Action: AA to follow up.

Also residents of Chapel Lane have notified potholes towards the end of the lane. Action: Advise Fix My Street PH to investigate,

     1. Apologies

     2. Approve draft Parish Council minutes from 22 September 2022:

Proposed by Jane Conner and seconded by Nick Pike

    3. LCC and ELDC Councillors – an opportunity for input in addition to the agenda item

 As both councillors had sent apologies there was nothing to report.

    4. Planning PH

No new applications. Cobblers Cottage outline planning permission has been approved.

    5. Highways PH

No progress yet with residents concerns about the road towards the Three Bridges.

 Action: PH to follow up.

Anglian water has done some work to attempt to fix the water leak by Lodge Gardens. This has not solved the issue. Action: PH to follow up again.

    6. SID update NP

The device has currently been left in Little Carlton for a longer period as this is proving to be very effective. Decision: To move again soon into Great Carlton.

Action: NP to organise this and also to contact Alan Merritt in Little Carlton re.

    7. Parish Woodland and Footpath JC and AS

The fallen branch in St Ediths churchyard has been addressed by Friends of St Ediths and will be cleared soon. No gravestones were damaged. Thanks in advance to all concerned and Sarah Howard for organising.

Tudor Grounds Maintenance has completed work on the hedge side of the footpath.

 Action: As Tudor Grounds Maintenance have only recently been to carry out the work on the hedge side of the footpath, Anna will contact the spraying contractor to, weather permitting, arrange a later than ideal weed control spray.

Action: Finance committee to ensure that all payments to TGM are up to date.

Report from the Jubilee committee that an oak sapling has been planted on the LC village green. For information: GC Jubilee tree will be planted on the private field opposite the Village Hall.

    8. Approve the revised Governance Standing Orders:

Peter proposed seconded by Clive. All in favour.

    9. Finance and declaration of spend over £100 NP

Clerk’s renumeration.

    10. Precept for Council Tax 2023-24:

Decision: Councillors voted unanimously to keep the precept at this year’s level.

    11. Consideration of the introduction of a Charter for the Environment for the Carltons :

Decision: It was agreed that in theory this is a good move but needs more work before a further decision can be made.

Action : AA to provide Councillors with more information before the January meeting.

    12.The Hall AA

Despite a visit to Tedder Hall, AA had not had any response from Jo Parker since the September meeting.

Action: Angela to contact Councillor Harrison.

Update: Jo Parker contacted AA the day after the meeting and is continuing to address the matter of the building with Emilie Wales.

    13. Geological Disposal Facility / Radioactive Waste Storage facility at Theddlethorpe – update AA

Angela is continuing to attend monthly online meetings. The initial Community Partnership meeting is due to take place at the end of November.

    14. WhatsApp group for Councilors and Clerk

 Decision: An excellent idea which will assist with good communication between Councillors. It will not take the place of emails but will be an additional method of communication. Proposed by Jane seconded by Angela. All in favour.

Action: Clerk to set up.

    15. War memorial wreaths

 PH purchased and to be reimbursed.

    16. Date for 2023 Parish meeting for a Sunday or Tuesday social club night in April 2022. 

Decision to be made in January.

    17. Emerging Parish Council Wind Turbine grant applications for 1st February 2023   

 Nick proposed that we need to apply for £5k for next year again as it had reduced the paperwork for individual bids.  Any excess from this current year will be reimbursed to the Wind Turbine Fund. Jane seconded. All in favour.

Action: Nick to complete the necessary paperwork before the February deadline.
