The Annual Parish Council Meeting Minutes Thursday 22 September 2022

1.Public 3 members of the public attended. Kate Berridge addressed the meeting with regard to agenda items 9 and 10. She asked if the Council would consider the villages becoming a conservation area. She also offered her knowledge and experience to support the Parish Council in a consultancy role. Kate had to leave the meeting at this point. Richard McEwan suggested we might consider providing tea/coffee and biscuits at future meetings. Sarah Howard on behalf of a resident not present brought up the issue of the poor state of Lordship Road from the Mountain’s farm towards Three Bridges. He has reported it to Fixmystreet. This was backed up by the McEwans who have done the same. |

3. Approve minutes of combined Annual Parish Council meeting and ordinary Parish Council meeting of 12th May 2022 Proposed by Jane Conner, seconded by Nick Pike. All in favour. Councillors were reminded that they need to let the Clerk know within a week if there are any changes to the minutes that they wish to make before draft minutes are made public. |
4. Co-option – to fill vacancy following the resignation of Councillor Anya Mower No candidates had come forward. On advice from LCC Councillor Dan McNally it was proposed that the vacancy should remain unfilled until the May elections. All in favour. |
5.Input from LCC/ELDC Councillors LCC – Highways – Dan noted the issue with Lordship Road. He updated the Council on the slight delay with the rollout of the new purple recycling bins. 6. Report on Highways, including Speed Indicator Device (NP) Highways – Peter had reported to Angela that ongoing repairs by Anglian Water would need to continue on Main Road near the Church. Nick gave a very detailed and interesting report about the effectiveness of the SID. Speed is much reduced when the SID is present. Decision – thanks to Nick for his work moving the SID and sorting the batteries. Actions – Nick to continue moving the device between the 4 brackets and monitoring the data. Peter as our Highways representative to be asked to follow up with the Lordship Road issue. |
7. Update on the Theddlethorpe Community Partnership group (AA) Simon Acklam of Withern had been interviewed today as the Parish Councils’ chosen representative on the Community Partnership. Action – Angela to continue to attend monthly zoom meetings. |
8. Declaration of spend greater than £100 (NP) Duncan and Topliss £576 – a Wind Turbine accountant fee paid by PC so that VAT can be claimed back Clerk’s wages @ £170/month for May/June/July |
9. Report on Parish Woodland matters, to include feedback from Little Carlton consultations plus planting of the Jubilee saplings and condition of the footpath (JC and AS) Jubilee saplings – Decision - the PC thanks the Jubilee committee for consulting with Councillors and all present agree that one sapling should be planted on Little Carlton village green and the other in Great Carlton village hall car park. Action – Jane and Anna as part of the Jubilee committee to inform the others as this is not officially a PC matter. Footpath – we are waiting for Tudor grounds maintenance to strim, mainly the hedge side of the footpath, before the weeds in the path get one spray this season. Action – Anna to communicate with relevant contractors. To be reviewed for the next growing season along with Little Carlton mowing. |
10. Consideration of the introduction of a Charter for the Environment for the LCC Councillor McNally shared information which should enable us to look at this in a more structured way in our November meeting. Action – with Dan’s support, to find out about : (a) zero carbon parishes (b) the gathering of current carbon emission data to see where improvements can be made (c) ELDC hedgerow and tree strategy. |
11. Parish noticeboards The purchase of new boards was considered but the decision was made to live with what we have for now. The GC Parish noticeboard is now in the bus shelter but is being used for non PC posters. Action – Richard McEwan to make a sign for the GC Parish noticeboard. A padlock to be purchased if rogue posters continue. |
12. LALC courses Regina to inform Councillors of relevant training via email |
13. The Hall Angela reported a phone call from Jo Parker. Surveyor has still not visited. Action – Angela to expect written update from Jo Parker in the near future to spell out the next steps to conserve the now seemingly abandoned building. |
14. Consideration of reintroducing a Parish Council Annual Newsletter Decision – on balance not needed. Action - more use to be made of the Earburn eg Angela to produce a report for the next edition to explain the results of the data gathered by Nick from the SID |
