DRAFT Minutes for the Parish Council Meeting held on Thursday 19 March 2026 at Great Carlton Village Hall
In the Chair: Cllr P Hill
Present: Cllrs K Kade, A Seigneury, T White, J Morrison, P Bennett, and T Hesketh
Parish Clerk: Mrs S Bristow
District Councillor: Travis Hesketh
County Councillor: Bayleigh Robinson
Public Forum: A resident asked about possibly getting more ELDC bins in the village; the Clerk noted that they had ignored the request for an additional bin made several months ago so it would be unlikely.
LCC Cllr B Robinson commented on having the Little Carlton pathway on his radar and that the damage was caused by vehicles mounting the pavement. He also noted the drainage/sewerage concerns in Little Carlton.
ELDC Cllr Hesketh noted both ELDC and LCC had increased council tax by 2.99% although he voted against the budget itself. He advised it was Keep Britain Tidy now until 29.03 and that litter picks were being scheduled across the area. He advised that all of his Community and Allowance grants have been exhausted and new funding would soon be available. A Barn Dance was organised for the Village, on 23rd May and the Lincs Fire & Rescue Service still have free smoke detectors available.
The meeting was opened at 19:15 and 2 members of the public remained for the meeting.

3. Approval of the minutes of the 12 February 2026 meeting: RESOLVED and signed by the Chairman.
4. Chair’s Report: Cllr Hill noted he had received a new laptop so was back online.
5. Clerk’s Report: A brief verbal report was given.
6. Finance report:
i. To receive a draft of year end 2025/26 accounts: Received, no queries
ii. To resolve payments according to payment sheet: RESOLVED
7. Councillor Reports and Matters Arising
i. To receive an update on Council assets for the asset register: the Clerk advised it was drafted and would be seeking advice about sums to use for the values where information is missing. A PDF of the register will be sent to Council for their input.
ii. To respond to the Annual Insurance update for quoting: the Clerk will add the new St Edith gates and speak to Leakes about estimates to replace the War Memorials for insurance purposes. A quote will be requested with and without the Memorials included, which can be considered at the May meeting.
iii. To discuss speed indicators for Little Carlton: Cllr Kade noted that the existing indicator was only in LC for a very short amount of time over the past year and could they have one of their own. A discussion ensued including benefits of indicators and Community Speedwatch schemes. The Clerk will get costs for both to bring to the May meeting.
iv. To discuss a response to Lincs County Council regarding flooding alert devices: Councillors will advise the Clerk on or before 30th March if they want to indicate any water courses.
v. To consider applying for a County Council bus shelter grant: No interest.
vi. To decide on an Internal Auditing firm for the 2025/26 AGAR: RESOLVED to appoint LALC.
8. Planning Matters: None
9. Confirmation of next meeting as 14th May 2026. Confirmed. 14 May- Annual Parish Meeting at 6:30, followed by the Annual Parish Council meeting and ordinary Parish Council meeting.
There being no additional business, the meeting was closed at 20:10.
