  1. Apologies

  2. Approve draft Parish Council minutes from 10 November 2022

Proposed Peter Hill, seconded Clive Reetham. All in favour.

  3. LCC and ELDC Councillors – an opportunity for input in addition to the
agenda items

None present but Angela Arden raised matters from LCC and ELDC emails received by Clerk relating to:

  • LCC budget – PC asked to consider LCC council tax increase of between 3% and 5%. Decision: Councillors could not agree. Action: Angela Arden to reply to LCC on behalf of PC.
  • ELDC – Councillors reminded that elections will take place for all on 4th May. Decision: individuals to consider if to stand again. Action: Elections to be promoted via usual channels to encourage potential new people to consider standing. Please also see item 12.

  4. Planning PH

No applications at present.

  5. Highways PH

Peter Hill has continued to pursue all issues from November meeting but no progress to date. Clive Reetham reported several potholes on Glebe Road. Action: These to be reported on Fix My Street by residents as well as PC.

  6. SID NP

Nick Pike to continue to monitor.

  7. Parish Woodland JC AS to include possibility of a Carltons Charter for the
Environment AA

Anna Seigneury reported that contractors had not sprayed since the last meeting  as it had been too late in the season. Action: Anna Seigneury to continue to liaise with current contractors as needed.

Carltons Charter for the Environment : Decision: to continue to research but wait until new council in is place before actioning. All in favour.

  8. Finance – confirmation of Precept 2023-24 decision and Audit Year Ending
31 March 2022 NP

Decision: there will be NO RISE in the Parish Council element of the precept this year.

  9. Review of the Emergency Plan which includes Councillor leads duties

Action: Peter Hill to amend and Clerk to post changes on website.

  10. Wind Turbine Community Grant Applications on behalf of the Parish
Council

  • Bid for £5,000 from RFO to cover PC expenses which precept contribution will not cover NB any excess to be paid back to Wind Turbine NP
  • Bid for commemorative benches for Roger Taylor and Shirley Kennedy

  11. The Hall - Great Carlton AA

Angela Arden sent an email to Emilie Wales at ELDC in early January but has had no response. Action: Angela Arden to contact Sandra Harrison for further support.

  12. Next Parish Council meeting:

 Thursday 9 March 2023, 7pm. In addition, Councillors agreed to hold the Annual Parish Meeting in the Village Hall on Friday 24 March from 6pm. There will be at least two current Councillors present at all times until 9pm and it is hoped that potential new Councillors will be able to ask any questions they may have in order to express their interest to ELDC before 4th April.

The Parish Council has managed to support all affected households to get a rebate from Anglian Water for the disruption to supply in November. If any household in Great or Little Carlton has not received a letter, please contact Angela Arden directly on angelaardenpc@gmail.com or 07388212453 and she will chase this up on your behalf
