Parish Council minutes for Thursday 8 June 2023

Great Carlton Church

Parish Councillors attendees: Angela Arden (Chair), Peter Hill (Vice-chair), Anna Seigneury, Clive Reetham, Nick Pike, Sarah Howard

Guests and public: Councillors Dan McNally (LCC), Travis Hesketh (ELDC). Six members of the public attended the meeting.

No-one raised any points during the public session. A member of the public had contacted Anna with woodland related questions which will be addressed in item 12.

1. Apologies – Regina Stankevic (clerk)

2. Approve the draft Parish Council minutes from 11 May 2023

Proposed Clive Reetham, seconded Peter Hill. All in favour.

3. Co-options and vacancies update

Notices in notice boards for both. Clerk/RFO vacancy currently advertised on LALC website. No applicants as yet.

4. LCC and ELDC Councillors

4.1 Update on the flooding situation – LCC

Current position as follows: Following the recent storm event that caused significant flooding in both Great and Little Carlton, officers from the Floods and Water Team have carried out site visits to all of the affected proprieties identified.

Information is now being collated to produce the formal Section 19 reports. From the information gathered to date it is deemed the flooding experienced is largely as a result of the significant volume of rainfall over a short duration which overwhelmed existing infrastructure and was exacerbated by overland flows. However, as part of the investigation we are exploring any potential contributing factors from local watercourses, drainage systems and the highway network. Anything identified will come out within the recommendations of the report. It is also worth noting that a joint meeting between the Floods and Water team and Lindsey Marsh Drainage Board has been arranged for 15th June to discuss these events further and identify any areas of potential partnership working.

Angela thanked Dan for his support with this issue.

4.2 Theddlethorpe nuclear waste facility – ELDC

Concern that there is no change currently in the ELDC/ LCC representatives on the Community Partnership which is the official body investigating the possible siting of a GDF in Theddlethorpe. Proposal: Angela Arden seconded Peter Hill: Parish Council to send a letter to Craig Leyland (ELDC leader) and Martin Hill (LCC leader) to express their concern at this and also to ask for a public vote to happen within the next 2-3 years. All in favour. Action: Angela Arden to send email on behalf of the Parish Council.

Sarah Howard gave her apologies and left the meeting.

5. To review and approve land registry assets:

Proposed by Peter Hill, seconded by Anna Seigneury all in favour. Action: website to be updated.

6. To review and approve the risk register:

One change made – name of current insurers. Proposed by Angela Arden, seconded by Peter Hill. All in favour. Action: website to be updated.

7. Finance report and declaration of spend greater than £100

Angela presented a resume of PC current finances. AGAR still to be signed off as currently with internal auditor - there will need to be an extraordinary meeting to do this by the end of June to comply with legal requirements. Spend over £100 - £170 clerk’s wages.

8. To vote on the scheduled Parish Council meeting day for 2023-24 confirmation that second Thursday still stands – no new councillors so vote not required.

9. Planning:

 9.1 Consultation on Planning Application N/063/01033/23 School House, Chapel Lane Great Carlton. Erection of a detached garage and store, existing outbuilding to be demolished.

Councillors requested that there be a condition that any visible bricks should be the original bricks or similar old bricks. Proposed by Peter Hill, seconded by Clive Reetham all in favour. Action: Peter Hill to submit response to ELDC planning on behalf of the Parish Council.

9.2 Consultation on Planning Application PL/0037/23 For an anaerobic digestor and fertiliser production plan. Land at Manby Airfield, off Manby Middlegate, Manby

Clive Reetham and Anna Seigneury declared an interest.

Four Councillors had attended a meeting in December about the project and fed back to previous meetings. Peter Hill had done extensive research and concluded it was an environmentally sound project. Concerns surrounded the increase in traffic, especially farm vehicles and trucks. Members of the public were asked for their views. The consensus was positive, with the conclusion being that if the land were going to be developed then this would be a good option. After this lengthy discussion it was proposed by Angela Arden that the Parish Council vote in favour of this development. Seconded by Peter Hill. All remaining councillors in favour.

Action: Angela Arden to inform LCC of our decision and highlight our concerns over traffic management.

10. Wind Turbine Fund matters:

10.1 Memorial benches – these have now been delivered and are in situ. Thanks to all concerned.

11. Report on Highway Speed Indicator Device

To be repositioned. Regarding Highways, Angela Arden informed the council that the Chapel Lane potholes have been repaired. Still nothing with regards to the signpost at the bend of New Lane. Action: Dan McNally to pursue this.

12. Parish Woodland

Anna Seigneury raised the questions of a LC resident who was unable to attend the meeting. Mowing prices have increased and there will be a review of the current contractor for next season. Anna to mark out a section to be left unmown on LC green. She will inform the resident of our discussions.

13. Request from a member of the public to install signs in the villages to warn of deer

Clerk still awaiting response from LCC. Councillor McNally reported that it would be unlikely to be a positive response but he would also make enquiries.

14. Report on The Hall

Following a recent site visit Travis reported that he had written to Emilie Wales of ELDC about the dreadful state of the building and had a reply to say that her letter to the owner about this matter will be sent out in due course.
