Parish Council Minutes for Annual Parish Council Meeting on Thursday 11th May 2023

7pm at Great Carlton Church  (due to the flooding of the village Hall)

All new and returning Councillors have signed acceptance of office forms prior to the start of this evening’s meeting.

Present: Councillors Angela Arden, Peter Hill, Sarah Howard, Clive Reetham

1. Election of Chairperson and signing of a further acceptance of office form

Peter Hill proposed Angela Arden, seconded by Clive Reetham. There were no other nominations. All in favour.

2. Election of Vice-Chairperson

Sarah Howard proposed Peter Hill, seconded by Clive Reetham. All in favour.

3. Election of Clerk

Peter Hill proposed Regina Stankevic, seconded by Clive Reetham. All in favour. (See Item 14)

4. Election of Responsible Financial Officer

Angela Arden proposed Nick Pike, seconded by Sarah Howard. (See Item 14)

5. Election of Finance Committee

Clive proposed Angela Arden, Nick Pike and Anna Seigneury as the finance committee, seconded by Sarah Howard.  All in favour.

6. Election of Wind Turbine Committee representatives  

Two representatives from Little Carlton - Angela Arden and Sarah Howard and two representatives from Great Carlton - Peter Hill and Anna Seigneury.

7. Election of Parish Council Representatives on Community Bodies: Parochial Church Council, Village Hall Trustees, Social Club

Angela Arden proposed Peter Hill as Parochial Church Council representative seconded by Sarah Howard.

Peter Hill proposed Clive Reetham as Village Hall Trustees representative seconded by Sarah Howard

Angela Arden proposed Sarah Howard as Social Club representative seconded by Peter Hill.

End of the first section of the meeting at 7.15pm

8. Public Contribution

14 public members attended the meeting. Many raised concerns about  the flooding of properties in Great and Little Carlton on 5th May. Also thanks for the souvenirs presented to the children of the Carltons by the Parish Council in celebration of the Coronation of King Charles lll.

9. Apologies

10. Approve draft Parish Council minutes from 9th March 2023

Proposed by Peter Hill, seconded by Clive Reetham. All in favour

11. LCC and ELDC Councillors

The Chair proposed a vote of thanks to the outgoing ELDC Councillor Sandra Harrison for her 20 years of service. Seconded by Clive Reetham. Angela to pass on our thanks to Sandra.

  • Request from our new ELDC Councillor Travis Hesketh for the Parish Council to formally consider the matter of the proposed Nuclear Waste Facility in our ward

Travis was unable to attend the meeting but he submitted a letter of his work to date read out by the Chair. Angela had been in contact with him and it was agreed to address the NWF matter at our June meeting.

  • Consideration of the response to the flooding of roads and properties after the storm of 5th May

Councillor Dan McNally arrived during this item – with apologies for missing the start of the meeting.

Members of the public shared their experiences again and Dan updated the meeting with the situation from the point of view of Lincolnshire County Council who has responsibility for drainage. Action: Dan McNally requested a full list of people who got flooded on 5th May. He will inform the Parish Council and residents of the conclusion of the LCC report into the incident.

12. To consider the co-option of three further Councillors

Two vacancies will be advertised for co option at the June meeting. Following guidance from LALC, Nike Pike was co opted with immediate effect. Proposed by Angela Arden and seconded by Peter Hill, all in favour.

13. LALC (Lincolnshire Association of Local Councils) communications and training

New list of training sessions is available for councillors. If councillors are interested they need to inform Regina Stankevic to book places. Now that we have paid the annual subscription, all training is free and councillors are encouraged to make full use of the opportunities.

14.  Advertisement for a new Clerk and RFO

Regina Stankevic agreed to fulfil the Clerk position and Nick Pike the role of RFO until the dual post is filled. Angela to contact LALC to advertise the post in their newsletter. Ideally we would like a local resident to fill this post and it will be advertised locally too. Remuneration to be at the national rate dependent on experience.

15. To vote on approving the delegation of spending powers to the Finance Committee

Peter Hill proposed, seconded by Sarah Howard. All in favour.

15.1 To vote on approving spending over £100 since the last meeting:

Insurance: £407.59, LALC training: £108, Clerk wages: £170. All in favour.

15.2 To vote on convening an extra meeting on 8th June to review and approve land registry assets, the risk register, the Annual Governance and Accountability Return (AGAR) 2022-23, The Annual Governance Statement 2022-23, The Accounting Statement 2022-23

Clive Reetham proposed, seconded by Peter Hill. All in favour.

16. To vote on the scheduled Parish Council meeting day for 2023-24

Proposed by Angela Arden to keep meeting day on Thursday, seconded by Peter Hill. All in favour.

17. Report on progress of Highway Speed Indicator Device

The device is working perfectly. Nick Pike is changing the device between Great Carlton and Little Carlton. Concerns that speeding is still an issue, especially along Main Road.

18. Report on Parish Woodland matters

Little Carlton green has been cut twice now.

19. Report on The Hall

Emilie Wales  from ELDC reported in March that she would write to Mr Towns. No follow up received as yet. Concern that no progress has yet been made with the building.

Action: Angela Arden speak to Travis Hesketh regarding the Hall.

20. Next meeting: Thursday 8th  June 2023 at 7pm in our Village Hall
