Public Contributions
Sarah Howard reported that a member of the public had asked that it be noted in the minutes that householders appreciated the work of the Parish Council in getting the compensation payment of £75 from Anglian Water.
Member of public present asked that we might address the issue of the poor condition of the white ‘fence’ on the approach to Great Carlton via New Lane.

2. Approve draft Parish Council minutes from 12 January 2023
Proposed Peter Hill, seconded Clive Reetham. All in favour.
3. LCC and ELDC Councillors – an opportunity for input in addition to the
agenda items
- LCC budget –council tax increase of 5%: 2% is for adult social care. Dan also informed that there is extra money available to repair potholes in the county.
- ELDC – Councillors reminded that elections will take place for Parish and ELDC Councillors on 4th May. Also, the local plan can be reviewed online.
4. Finance NP
Spend over £100 – Clerk’s wages
Upcoming commitments – LALC subscription/training. Update defibrillators as they are now out of warranty. Decision/ Action : Chair to liaise with Lionel Budd re purchase.
Money still available from the Wind turbine payment – Peter Hill proposed that before any underspend be repaid, the Parish Council should purchase commemorative souvenirs for village children to celebrate the historic coronation of King Charles lll (see item 10). Seconded by Clive Reetham. All in favour.
5. Planning PH
No applications at present.
6. Highways PH
Glebe Road potholes have been partially repaired. Public commented that nothing been done in Chapel Lane.
Action : individuals to report issues again to Fix My Street.
Signpost at New Lane crossroads has been damaged. Action: report to Fix My Street
7. SID NP
Nick Pike has moved the SID from LC to Vicarage Road in GC. Councillors were happy that the purchase had been a success as speeds coming into Little Carlton were reduced. Councillors thanked Nick for his work.
8. Parish Woodland and footpath JC, AS
Anna Seigneury to continue to liaise with current contractors regarding 2023/4 season. It was noted that spending had been lower this past year due to the weather conditions.
Decision: Village litter picking days to take place on 1 and 2 April. All in favour. Action: Jane Conner to purchase grabbers from PC funds for this and future use (15 @ £2.99 from Yorkshire Trading). Children’s hi vis vests available form the Children’s club.
Action: Angela to include promotion for these events in the next Earburn edition. Jane/Anna to publicise in the Village Hall.
9. Wind Turbine Grants AA
Angela reported that another £5000 had been granted to the PC for 2023/4 to help keep our precept low (no increase this year) Surplus from 2022/3 to be returned to the Wind turbine once all expenses have been paid. Action: finance committee to deal with this at the end of the financial year.
Approval has been given for the purchase of commemorative benches for the late Shirley Kennedy and Roger Taylor. Decision: wording for the inscriptions was agreed. Action: Angela to liaise with John Smith PPC to finalise permission from the Archdeacon then an order can be placed with Magnus Furniture.
10. Commemorative Coronation gift for children in the Parishes AA
Decision: a commemorative gift – preferably a coin - to be purchased for all under 16s in the Parishes. Action: Parents will be asked via Earburn/ (noticeboards) Website/ word of mouth to contact carltonparishcouncil@gmail.com to apply.
11. The Hall, Great Carlton AA
Councillor Harrison had been assured by ELDC’s Emilie Wales that this remained on her agenda.
Action: Angela to email Emilie again to ask when further progress is likely to be made.
12. Geological Disposal Facility – feedback from the chair after an online meeting on 6 February 2023
The Community Partnership is now up and running. Simon Acklam from Withern is our port of call as the representative of Parish Councils. £1,000,000 is available to be granted pre June 2023 to local people with a further £1,000,000 from July 2023 to June 2024. Details are available on their website.
12. Elections RS, PH
Councillors made aware of procedures to be followed should they wish to stand again. Notices published on Parish noticeboards on 13th March.
13. Next meeting
On Friday 24 March Councillors will be available for an informal meeting in the Village Hall from 6.30pm until 8pm should residents wish to chat. Not all Councillors will be present all of the time but everyone is welcome.
Next meeting of the new Parish Council – Thursday 11 May 2023 at 7pm in the Village Hall.
