The Carlton’s Wind Turbine Committee Chair’s Annual Report
August 2022

2021-22 has been another year of change for both committee membership and for the Clerk and RFO (Responsible Financial Officer) positions.
Currently, the Wind Turbine Committee consists of:
•           2 current Great Carlton Parish Councillors
•           2 current Little Carlton Parish Councillors
•           3 residents of the villages, (2 x GC and 1 x LC)

Three GC residents resigned their positions in October 2021 – Roz Ward, Sue Hebden and Peter Dedman. Another GC resident – Helen Locking – joined us in May 2022. Many thanks to all who left for their valued contributions.


In the spring of 2022, our Clerk and RFO, John Hodge, left the area for a new life in Lancashire. John had worked on a voluntary basis for the committee since its inception in 2016 and it is thanks to him and his commitment that we are in the strong position that we are today. It has meant, however, a steep learning curve for our new RFO (LC Parish Councillor Nick Pike) and Clerk (Regina Stankevic). Some of the ‘actions’ from past meetings - such as a review of the application form - have had to remain on hold due to all the changes but will be addressed before the February meeting.


Progress of applications:
•           Solar PV for Village Hall roof - VHT (Village Hall Trustees) - £8640
•           Village Hall fence – VHT - £1600
Both were granted extensions and both are now completed. However, payment is still pending due to ongoing changes to the bank mandate for the VHT.


February applications -
    • £3000 towards celebrations for the Queen’s Jubilee. This was a very successful event open to all villagers. It was very well attended despite inclement weather and will go down in Carltons history.
    • £2719.20 which includes 20% recoverable VAT for a Highway speed indicator device (SID) to be used in both villages. Purchased.
    • £5000 for a direct grant to the Parish Council to help cover annual expenses which had previously been applied for on an individual basis, to save work and time. Any overpayment to be reimbursed to the WTC.


We look forward to a more settled year in 2022-23, when we can look further into investment for the future for our community funds as well as award grants to good causes in the Carltons.
