Wind Turbine Committee Fund meeting notes 14 Aug 25

Minutes of the Wind Turbine Community Fund Management meeting held on Thursday 14 August 2025 in the Village Hall
Present: Cllrs P Hill, A Seigneury, P Bennett, and K Kade, Mrs Brenda Hanvy, Mrs Judy Pike, Mrs Helen Locking

1. Election of a Chair: Cllr P Hill was elected as Chair
2. Election of a Vice Chair: Mrs B Hanvy was elected as Vice Chair
3. Apologies: None
4. Finance report: The Clerk reported balances as of 12 Aug 25 as follows
a. Community Account £8306.37
b. Instant Access Savings £36074.13
c. 32 Day Notice Account £18135.19
She noted the interest rate for the Instant Access account was 0.7% whilst the Notice Account was updated today to 1.95% and that the committee should consider moving more funds into this higher interest account. Finally, she enquired about the external audit needs for these accounts and the Committee agreed that she should pursue getting account audits updated with Duncan & Toplis.
5. Committee membership update: the Committee agreed that one vacancy should remain advertised; the Clerk will ensure this is in upcoming Earburn issues as well as posted to noticeboards and online.
 
6. Progress report on existing grants:
a. The Sir Edward Smith grant from Feb 25 will be distributed beginning in September and a further update will be available at the February 2026 meeting.
 
b. The Winter Payment grant from Aug 2024 was paid beginning in March 2025. Payments were as follows: 
i. Great Carlton Applications Received = 67 (All Eligible). Total Amount Paid to Great Carlton = £12,800.00 
ii. Little Carlton Applications = 50 (All Eligible). Total Amount Paid to Little Carlton = £9,400
iii. Total amount awarded to residents = £22,200.00
iv. Nick Pike would like to thank Councillors and Residents for their support in distributing the applications
 
 
c. Parish Council grant from Feb 25 has £2674.01 remaining. The Clerk will apply for additional monies in February to support the 2026/27 financial year and to cover any shortfall expected in 2025/26, if any.
 
7. Grant applications
• Lincoln & Lindsey Blind Society (£528): Unsuccessful
• H Locking (£703.54): Successful. Mrs Locking to send the Clerk a pro forma for payment. This unlocked notice board will be for community use/community advertising and placed on the fencing in front of the Village Hall and looked after by members of the Social Club and Village Hall committees.
 
• N Pike on behalf of Great & Little Carlton (£24,600): Successful. Mr Pike will again organise printing and distribution of applications with the payments being made in January 2026 as ongoing support with the Cost of Living crisis.
 
8. Date of next meeting: 12 February 2026, immediately following the Parish Council meeting conclusion (approximately 8pm).
