Wind Turbine Community Fund Management Notes

1.     Apologies

2.     Finance report, including bank reconciled funds

Nick Pike reported all the funds. All end of year externally verified accounts from 31 March 2022 will be able to be found on the parish council website, in the wind turbine community fund management area, under the annual accounts section: Annual Externally Verified Accounts – Great and Little Carlton Parish Council (lincolnshire.gov.uk)

3.     Committee membership

The Committee agreed that the current arrangement with 7 members is working well.

4.     Annual governance review, which includes the application form, guidance and screening form

The governance document was reviewed, and amendments approved by the committee members. All in favour.

These were reviewed by the members and approved. All in favour. Any grant from 1 August 2023 will be using new application form.

5. Progress report on existing grants

•       Parish Council general

The lump sum has been very helpful and has allowed for flexibility. Peter Hill proposed that some of the excess funding could be used to fund a commemorative gift for the children in the villages to celebrate the Coronation of King Charles lll in May.

Action: this will be discussed at the March meeting of the Parish Council. Any surplus from the 22-23 grant will then be repaid.

Solar and fencing grant- the Village Hall still got ongoing issue with the banking, so the money hasn’t gone  through as yet. New Village Hall trustee is looking into the banking matter.

•       Village Hall floor survey

Floor survey hasn’t been done yet. (Expires in August 2023).

6. Grant applications

•       Parish Council general

5 committee members were in favour of awarding a further £5000 for the financial year 23-24. There was one abstention. It was noted that there has been no rise in the PC precept this year.

•       Parish Council memorial benches

All in favour of the purchase of solid oak benches to honour our past clerk Shirley-Ann Kennedy and past councillor Roger Taylor. £600 per bench dependant on discount from the local supplier, Magnus Furniture from Reversby.

•       Jublilee Committee – Jane Conner

£122.62 awarded for plaques and paint to indicate the planting of the Jubilee Oak saplings in Great and Little Carlton.

•       Sir Edward Smith Trust – Anna Seigneury

£2400 to support this commendable charity through times of difficulty. All in favour.
