Notes from meeting on 10 August 2023

1. Apologies

2. Chair’s Annual report - Angela Arden
A copy will be made available on the website and in Noticeboards
3. Election of new Chair
Peter Hill (was elected as the new Chairman - proposed by Anna Seigneury and seconded by Brenda Hanvy). All in favour. Angela Arden agreed to continue with the Clerk/RFO role until a new person is appointed
4. Committee membership
Carole Mawer, a new Little Carlton resident, expressed an interest in joining the Committee. All in favour. This brings us back up to our usual 7 committee members.
5. Approve the final verification of accounts 1 April 2022-31 March 2023, through Duncan & Toplis Accountants
Angela Arden presented the accounts for approval. It was noted the the Parish Council award would remain in the WT account until / if needed. The audited accounts will be send along with a copy of the Chair’s report and some photos to BayWa. The accounts will be published on the parish council website, in the wind turbine community fund management area.
6. Finance report, including bank reconciled funds
Angela updated the committee with the current state of accounts. It was noted from the audited accounts that £2,571 reclaimed VAT had been returned to the WT accounts and interest of £281 accrued. It was felt that the interest rate could be improved on once a new RFO is in place, but that it was much improved from the previous year’s interest of only £7.
7. Progress report on existing grants
• Village Hall floor survey – completed.
• Parish Council memorial benches - these beautiful oak benches are sitting proudly in their new positions and, like their namesakes, should provide many years of service to the villages.
• Sir Edward Smith Trust – Anna Seigneury – applications have been received and the Trust is grateful for the award from the WTF at a time when interest rates were very low.
• Jubilee Committee – Jane Conner – saplings and plaques now in situ in both villages.
8. Grant applications
• Flooding resilience measures for the Village Hall – David Reetham, Chairman of the Village Hall Trustees.
Following a freak incident of flooding in the villages in May this year, which put the Village Hall out of action, the sum of £7,200 (which is match funded) was agreed by the Committee.
A condition will apply – that the Trustees obtain written approval from the Village Hall landlord, to be submitted to the Committee prior to the award being paid. It was also agreed that due to the specialised nature of the request, the need to provide two further quotes will not apply.
