Minutes of the Wind Turbine Community Fund Management meeting held on Thursday 12 February 2026, from 20:06, in the Village Hall

Present: Cllrs P Hill, A Seigneury, and K Kade, Mrs Brenda Hanvy, Mrs Judy Pike, Mrs Helen Locking

1. Apologies: Cllr P Bennett

2. Finance report: The Clerk reported balances as of 12 Feb 26 as follows

a. Community Account £2827.52

b. Instant Access Savings £28682.78

c. 32 Day Notice Account £18314.66

 

3. Committee membership update: the co-option of Mrs C Lazell was tabled until August

 

4. Constitutional Review: it was agreed that the application deadlines of 1 February and 1 August would be updated to specify midday at latest. Following discussions later in the meeting, the Clerk will work to revise application forms and guidance to clarify eligibility for grants for the avoidance of doubt.

 

5. Progress report on existing grants:

a. The Sir Edward Smith grant from Feb 25 was distributed beginning in September and a total of £2777 was paid.

 

b. The Winter Payment grant from Aug 2025 was paid this week. Payments were as follows: 

i. Great Carlton Applications Received = 63. Total Amount Paid to Great Carlton = £12,600.00 

ii. Little Carlton Applications = 51. Total Amount Paid to Little Carlton = £10,200.00

iii. Total amount awarded to residents = £22,800.00

iv. Nick Pike would like to thank Councillors and Residents for their support in distributing the applications

 

 

 

6. Grant applications

• The Wellness Retreat (Ms L Pennell): Unsuccessful. Community Benefit was not apparent.

• Little Carlton War Memorial planting (Mr D West): Successful. Will be paid on submission of receipts, up to £50 total.

• Sir Edward Smith’s Trust (Ms R Dale): Successful. £2400, will be paid in July on request of the Trust.

• Great & Little Carlton Parish Council (Mrs S Bristow): Successful. £6000 to support annual running costs, will be paid on 1st April.

• Great & Little Carlton Parish Council (Cllr K Kade): Successful. The successful tender for the St Edith’s gates was B Knight. The Clerk will contact them forthwith and thank the other companies who provided a quote. Payment will be made to the Parish Council on demand.
